Officer involved in shooting didn't have body cam, dash cam

The officer who shot and killed a 25-year-old man on Thursday night wasn’t wearing a body camera and there’s no dash cam video.

When it comes to the body cameras, the answer is simple. There’s still not enough money for them. Regarding the dash cam video, only 35 Metro Police cars have them and Officer Andrew Delke’s car isn’t one of them.

The question that remains unanswered: When will all Metro Police officers have body cameras?

So far only 20 officers wear them despite the department getting $15 million to purchase them.

“Where is that $15 million right now? Just sitting in limbo,” said Metro Councilman Steve Glover.

Glover said the $15 million approved is enough to buy them, but as much as $50 million more is needed to cover additional costs. Money he said the city currently doesn’t have.

Last month News4 reported how police were told to cut almost $2 million from its budget, a decision Glover didn’t agree with.

“Our priorities are all out of whack,” said Glover. “We don’t have a money problem in Nashville, we have a spending problem.”

Thursday marked the 15th officer-involved shooting in Nashville in the past four years, six of which have been fatal.

Delke, who shot and killed the suspect, Daniel Hambrick, has been with the department since December 2016.

His personnel file is filled with outstanding reviews with comments like “conscious of Officer safety” and “makes good tactical decisions.”

He has also been commended for taking dangerous criminals off the street and hasn’t had any disciplinary action taken against him during his time with the department.

Delke has been placed on paid administrative leave while the TBI continues to investigate which is what they do in cases like this.

As part of the police department’s internal investigation, News4 was told investigators are looking into whether Delke followed proper police protocol when drawing his weapon.
